Getting licensed in Utah — the practical details

The questions people actually ask about the Utah process, answered from official state sources.

Where do Utah driver licenses come from?

The Driver License Division, inside the Utah Department of Public Safety. Its handbook says outright that the Division is not part of the DMV — vehicle plates and titles belong to the DMV under the State Tax Commission, on a separate phone number.

How long is the Utah knowledge test?

For a never-licensed applicant it is 50 questions, closed book. Someone who has held a license before gets a shorter open-book version. Neither is timed; the handbook says the test generally takes 30 to 45 minutes.

How many wrong answers does Utah allow?

80% or better, stated in the handbook. On the long version that is 40 correct answers, so ten misses are the limit. The handbook adds that the test is not timed.

Does Utah make first-time drivers pass a second exam?

Yes. The Traffic Safety and Trends Exam is four short videos and 40 questions, online only, and the passing score is 100%. Retakes are unlimited, but you cannot register without a permit number, and it must be done before the permanent license is issued.

How old do you have to be to start in Utah?

Fifteen for a learner permit, 16 for a Class D license. Utah law separately bars anyone under 16 from driving on a highway at all except under a learner permit.

What does Utah charge for a license and a permit?

The Division's fee page lists $52 for an original regular Class D at 21 and over, $39 for a provisional license at 20 and under, and $19 for the learner permit. All are non-refundable, and the page says fees are subject to change — read it before you budget.

How long does a Utah license last?

An original regular Class D runs to your birthday in the eighth year after issue. A provisional license and a limited-term license both run five years. A Driving Privilege Card expires every year on the holder's birthday.

Can a Utah license be renewed online?

Only through Utah's Good Driver Program: a valid status and no more than six reportable violations in the past eight years. Qualifying drivers are mailed an extension notice about 90 days before their birthday. State law allows one extension, and none to commercial, limited-term or Driving Privilege Card holders.

Where do you take the Utah driving skills test?

At a Division office, through your driver education course at a high school or a commercial or private school, or with a certified third-party tester. The handbook sets 16 as the minimum age to test at a Division office and 15 with a high school or third-party tester.

How good does your eyesight have to be for a Utah license?

20/40 acuity with peripheral fields of 90 degrees in at least one eye, measured with or without glasses. Miss it and the Division wants a Certificate of Visual Examination from your eye doctor, which takes two to three business days to process.

How long does Utah take to mail the card?

The Division says processing and mailing take six to eight weeks and will not check a production status until four weeks have passed. A temporary license bridges the wait for most credentials, but state law allows none for a Driving Privilege Card, so a DPC applicant may not drive until the card arrives.

Which foreign licenses does Utah recognize?

The Division publishes reciprocity agreements with two jurisdictions: Taiwan and the Republic of Korea. Any other foreign jurisdiction has to negotiate an agreement in writing with the Division, so applicants licensed elsewhere abroad go through Utah's own testing.
